Travel Document in Lieu of a Passport for Foreign National

TRAVEL DOCUMENT IN LIEU OF A PASSPORT FOR FOREIGN NATIONAL

  1. A Travel Document in Lieu of a Passport for Foreign National is submitted to the Minister or designated Immigration Officer in an Immigration Office whose working area covers the residence of the Foreign National;
  2. A Travel Document in Lieu of a Passport for Foreign National is granted to a Foreign National who does not have:
    1. a legal and valid travel document; and
    2. his/her country's foreign mission in Indonesian territory;
  3. The Travel Document in Lieu of a Passport for Foreign National as referred to in point 1 is given in the event that:
    1. a Foreign National, of his/her own volition, exits Indonesian Territory provided that he/she is not subject to Prohibited Exit;
    2. a Foreigner is subject to Deportation; or
    3. a Foreigner is subject to Repatriation.
  4. A Travel Document in Lieu of a Passport for Foreign National lasts no longer than 6 (six) months and can only be used for 1 (one) trip;
  5. A Travel Document in Lieu of a Passport for Foreign National cannot be extended;
  6. Application for a Travel Document in Lieu of a Passport for Foreign National who is in Indonesian territory is submitted to the Minister or to designated Immigration Officer in an Immigration Office whose working area covers the residence of the Foreign National by enclosing:
    1. Letter of declaration or statement that he/she does not have travel document from his/her country or other country and cannot obtain it within reasonable time; and
    2. Proof of domicile.

PROCEDURE

  1. The designated Immigration Officer conducts the examination stages of the person concerned to determine his/her citizenship;
  2. The designated Immigration Officer enters the data, that is resulted from inspecting and determining the reason for the person to obtain the Travel Document in Lieu of a Passport, into the Immigration Management Information System;
  3. After the data is entered into the Immigration Management Information System, the process continues to the payment of the Travel Document in Lieu of a Passport fee;
  4. The Immigration Officer is required to take photographs and fingerprints;
  5. The designated Immigration Officer may continue the process of issuing the Travel Document in Lieu of a Passport to the verification and adjudication stage in order to match the applicant's biometric data with the database that is stored in the immigration data center.
