Children with limited dual citizenship (ABG) can be given a Republic of Indonesia passport up to a maximum of 21 years of age, which is the age at which the child is required to choose one of the nationalities of his parents. DGI Public Relations Sub-coordinator, Achmad Nur Saleh, explained that there are several special requirements that must be prepared to apply for a passport for ABG.
"For children with limited dual citizenship, if they wish to apply for an Indonesian passport, their parents are required to attach proof of registration of the child with dual citizenship. "Apart from that, parents of ABGs are also required to attach a statement letter from both parents stating that they are responsible for the use of their child's travel documents," said Achmad, Tuesday (26/09/2023).
He also reminded that parents are required to register their children with limited dual citizenship before they turn 18 years old.
Meanwhile, these are general requirements that also need to be included in passport applications for children with dual citizenship:
1. electronic identity card of Indonesian father or mother;
2. family card;
3. parents' marriage certificate or marriage book;
4. birth certificate;
5. immigration residence permit of the child’s father or mother;
6. copy of father's or mother's ordinary passport;
"The requirements for applying for an Indonesian passport for children with dual citizenship are regulated in the Minister of Law and Human Rights Regulation (Permenkumham) No. 18 of 2022," he concluded.
He also reminded that Indonesian passports for children with dual citizenship must not exceed the age limit for the child to declare their choice of citizenship. For example, if the child is 17 years old when applying for a passport renewal, then the child can be given an Indonesian passport with a maximum validity period of 4 (four) years. This is because children with limited dual citizenship are given time within the range of 18-21 years old to choose their citizenship.
On the other hand, children with limited dual citizenship also have viable option of immigration facilities, namely an “affidavit”. An Affidavit is an immigration letter attached to a foreign passport which contains information about being a child with dual citizenship. The ABG who already have an affidavit get immigration convenience in the form of exemption from the obligation to have a visa, residence permit and re-entry permit, for those using their foreign passports to cross immigration checkpoints in Indonesia. To apply for this immigration facility, ABG parents are required to attach proof of registration of their child with limited dual citizenship. Based on the provisions of Government Regulation No. 28 of 2019, the affidavit fee is IDR 400,000.
